"With minutes to go before a historic vote on health care reform, U.S. Rep. Jerry Costello, D-Belleville, had changed his mind and voted yes on legislation late Sunday night that would require all Americans to obtain health insurance.
Costello's vote provided Speaker Nancy Pelosi the narrow cushion she needed to pass the sweeping bill by a vote of 219 to 212.
In an interview before the vote, Costello said that he had changed his mind after President Barack Obama had earlier promised Sunday to issue an executive order banning federal dollars for abortion.
