DIRTY SECRET: RECONCILIATION WON'T MATTER IF THE HOUSE PASSES THE THE SENATE BILL.(click here for explanation)

According to the experts, Obamacare will not see the light of reconciliation IF THE HOUSE PASSES THE SENATE BILL. It will then go directly to the President's desk.

So .. all this talk about reconciliation may be moot. Congressmen have been meeting with Obama for the past several days behind closed doors. Wonder why?

Here's Rush's summary:

"I've been telling everybody the action is in the House on this now, it's not the Senate, all this talk about reconciliation in the Senate only becomes valid if the House passes the Senate bill."

First, there are many who are questioning the consititutionality of the "summit" to be held on 2/25. It does appear to be a blurring of the lines between the Executive branch and the Legislative Branch. click here to read more.

He can sign a bill or veto it once it has been passed by both the House of Representatives and the Senate. He can mediate disputes among legislators to broker agreements. But the President cannot intervene directly in the legislative process until it is over."

The following letter was just sent to various Hill staff by the Congressional Budget Office (CBO) regarding the “new” health care proposal that will be the basis for the discussion at the White House health care summit less than 72 hours from now.  Key excerpt (emphasis added): [P]reparing a cost estimate requires very detailed specifications of numerous provisions, and the materials that were released this morning [by the White House] do not provide sufficient detail on all of the provisions.  Therefore, CBO cannot provide a cost estimate for the proposal without additional detail. . .”

An email received from Liberty Action Report:

Today, ALG President Bill Wilson today urged members of Congress to "reject Barack Obama's government takeover of the nation's health care industry that merely combines the House and Senate versions with the same $2.5 trillion price tag."

As reported by the New York Times, the Obama proposal "sticks largely to the version passed by the Senate in December." 

"This is pretty much the same government-run health care proposal that the American people have already rejected. It's just like the House and Senate versions that have already passed that will cost some $2.5 trillion over ten years once fully implemented," Wilson said.

According to Rasmussen Reports, 61 percent of voters say they want Congress to start over on any health care legislation. 58 percent oppose the bill in its current form, which only 39 percent support.

"Obama's plan will still ration care away from seniors, drive Americans off of their private health options and onto a government-run system, reduce quality, increase premiums, and saddle taxpayers with runaway costs, more spending, confiscatory taxes, and a debt that can never be paid," Wilson explained.

Wilson added that the Administration plan "proves that Barack Obama has no intention of negotiating with Congressional Republicans in good faith, since his proposal does not address the continued, legitimate concerns of the American people."

Today, the White House released its latest proposal on WhiteHouse.gov. According to the website, "Millions of families will receive hundreds of billions of dollars in tax credits to help them pay for insurance in the new exchanges? The Act also provides financial assistancee to reduce out-of-pocket costs for moderate and low-income eligible Americans."

"In other words," Wilson said, "Barack Obama's program will directly subsidize health coverage to the tune of hundreds of billions of dollars in new spending — which is exactly what the House and Senate versions do. It says it right there on the White House website.

"The American people are not stupid," Wilson added. "They know that the nation's unsustainable entitlement programs are already risking a sovereign debt default, and they know adding hundreds of billions of dollars to the debt by expanding the health care entitlement will only increase those risks to taxpayers."

Wilson noted that the mandate for the American people to obtain insurance is still included. According to the White House, "all Americans who can afford insurance will have the responsibility to purchase it." Wilson said it was unconstitutional.

"Congress has no constitutional authority to pass a law to force individuals to purchase anything, let alone health insurance coverage," Wilson explained.

Wilson described the upcoming meeting February 25th meeting as "nothing more than pure political theater to create the illusion of bipartisan approval of his proposal, which is just more of the same: a government takeover of the nation's entire health system.

Wilson pointed to comments by House Speaker Nancy Pelosi's legislative director Wendell Primus stating that the reconciliation process was "the only way" for Congressional Democrats to pass their bill as evidence "Pelosi and Reid are not starting over; they already have a plan to pass the legislation in its current form

In a recent oped published by ALG News, Wilson wrote the parliamentary maneuver would eliminate the Senatorial filibuster and weaken the nation's two-party system. Wilson warned that if Congressional leaders were successful in implementing the legislation via reconciliation, that the process could be used to enact other controversial bills that cannot garner 60 votes in the Senate.

Speaking at the Academy Health National Health Policy Conference, Primus said, "The House would have to take up [the reconciliation bill] first because it would involve revenue changes and then the Senate would pass it and then I think hopefully with the passing of that legislation, the House, only then would take up the Senate bill and pass it? The trick in alll of this is that the President would have to sign the Senate bill first and then the reconciliation bill would be signed second and the parts of the reconciliation bill that trump the relevant portions of the first signed bill."

Instead, Wilson called for the process to end, concluding, "The debate on ObamaCare is over. The American people have spoken. They have repeatedly rejected the government takeover of the nation's health system, and they are growing weary of Barack Obama's insistence that he knows better than they about what is good for the health of their families."

Here we go again.  Let's get back on the horn and let me members of Congress know what a rotten idea this is.  Here are all the phone numbers for Blue Dog and other so-called "moderate" Democrat members of the House that should be targeted (excepting Parker Griffith from the list, who is now conferencing with House Republicans and has expressed opposition to the ObamaCare bill).  Here's the Senate numbers.

THE TIME IS NOW. If not you, then who?

Key Points:

Senator Reid finally "announced" that the Senate bill has arrived - after 3-1/2 weeks behind closed doors. Reid is "hand counting" the 60 votes and plans on voting this Saturday. He has actually asked that no one get sick or leave for home!

The TRICK is that the Senators will vote to proceed but be allowed to vote no on the actual bill.

They will claim that they only voted to proceed so they could debate it and make it better. They also can tell their constituents they did not vote for it -They know bringing it to the floor will guarantee its passage.

Another "discrepancy" is that they will be collecting your tax money for the first four years, and it's being averaged over 10 years.  If you look at the actual cost from 2014 to 2024 - CBO numbers are $2.5 Trillion!! - That's $2,500,000,000,000.00

> HR Bill 3400: The ‘Empowering Patients First Act’ addresses portability, pre-existing conditions and tort reform and provides for incentives to encourage health insurance coverage.

> H.R. 502, the Health Care Freedom of Choice Act - authorizes a dollar for dollar tax deduction for medical expenses without the present gross income percentage limitation.  

>  H.R. 1470, the Equity for Our Nation's Self-Employed Act of 2009 - allows the self-employed to purchase health care insurance prior to paying their payroll taxes.  This would effectively reduce their health care costs immediately by more than 15 percent. 

>  H.R. 2360, the SHOP Act - permits the creation of Association Health Plans (AHPs) to allow small businesses to pool together through national associations.  This bipartisan bill gives small businesses the same purchasing power as large companies and labor unions to buy affordable health insurance for themselves and their employees.  When Republicans controlled the House, AHPs passed several times, but the Senate Democrats prevented these bills from moving forward.  If just this bill passed, millions of Americans would be able to greatly reduce their health insurance premiums through massive purchasing pools. 

>  H.R. 1763, the Responsible Reinvestment Act of 2009 - allows deductions from self-employment income for health insurance and Health Savings Accounts (HSAs).

> H.R. 1086, the HEALTH Act of 2009 - compensates victims for medical injuries but places a reasonable cap on punitive and non-economic damages that often inflate the awards and contribute to out-of-control medical liability and health care costs.  As with AHPs, bills like this passed the Republican House several times, but were frustrated by Senate Democrats.
